You make some very valid points that pretty much answers the question.
Taking the LAB exam during PASS does not seem like the best option.
Also, given the obvious expense of setting up a Test Centre just for Knowledge test
is probably not cost effective given that the Mountlake Terrace testing centre is relatively close.
